The Government of the United States of America, acting through its Millennium Challenge Corporation (MCC), entered into a $ 175 million, five-year Compact, a grant from the people and Government of the United States of America to the people and Government of Nicaragua (GoN), to promote economic development in the departments of Chinandega and Leon. The Millennium Challenge Account Nicaragua (MCA-Nicaragua) funds three major projects: i) Road Rehabilitation, ii) Property Regularization and iii) Value-added rural business development with an emphasis on environmental sustainability. The MCA-Nicaragua through its Procurement Agent, The Louis Berger Group Inc. hereby requests sealed bids from road contractors to participate in the Competitive Bidding process for the “Rehabilitation of 30 Kilometers Secondary Road Somotillo – Cinco Pinos, Chinandega, Nicaragua.” This request follows the General Procurement Notice published on the dgMarket online on January 4, 2008, United Nations Development Business online January 7, 2008, and in the local Nicaraguan newspapers on January 5, 2008 and was posted on the website of MCA-Nicaragua.

The Competitive Bidding process will be in accordance with the Bidding Document (BD) published on the MCA–Nicaragua website, and in accordance with the MCC Program Procurement Guidelines.

An electronic copy of the BD in English language may be downloaded from the website of MCA Nicaragua: http://www.cuentadelmilenio.org.ni under the link titled “Adquisiciones y Contrataciones / Obras” and/or requested at Fundación Reto del Milenio-Nicaragua (MCA-Nicaragua) Procurement Agent from Monday to Friday (9:00 a.m. to 4:00 p.m. Nicaragua official time ), Villa Fontana # 26, Anexo A, costado norte del Club Terraza, Managua, Nicaragua.

All bids must be accompanied by a Bid Security in the form and amount specified in the Bidding Document.

The bids are due at the address specified in the Bidding Document no later than June 25, 2008 up to 10:00 a.m. (Nicaragua official time) in sealed envelopes. Late Bids will be rejected. Documents cannot be changed or modified once delivered and opened. Bids received after this deadline shall not be considered.

All interested bidders may attend a site visit on May 21, 2008 at 08:30 am (Nicaragua official time), that will start from a meeting point MCA-Nicaragua Office located on Km. 78 ½ Leon Highway. A Pre-Bid Meeting will be held with all interested bidders on May 22, 2008 at 10:00 am (Nicaragua official time) in the MCA-Nicaragua Office.

Bids will be opened publicly on June 25, 2008 at 11:00 a.m. (Nicaragua official time) at the address given below:
