INVITATION TO TENDER


1. This invitation for bids follows the General Procurement Notice for this project that appeared in DG-Market online and UN Development Business online of 15 March 2008 and was posted on the official website of MCA-Madagascar (www.mcamadagascar.org).

2. By virtue of the Compact signed by and between the Government of the United States, acting through Millennium Challenge Corporation (MCC), and the Government of the Republic of Madagascar, the Government of the United States has established a four year contract with the Government of the Republic of Madagascar to support a program designed to reduce poverty through economic growth.

MCA-Madagascar is the structure, envisaged by the Compact and created by the Decree n° 2005-646 of October 13th 2005, modified by the Decree n°2007-623 of July 10th 2007, to assure control and management of the implementation of the program contained in the Compact, and it intends to use part of the grant for the procurement of WORKS FOR CONSTRUCTION OF ONE BRANCH AND ONE HOUSING IN AMBANJA (LOT 1) AND ONE BRANCH IN TOAMASINA FOR THE CAISSE D’EPARGNE DE MADAGASCAR (CEM S.A.)

3. MCA-Madagascar, through its Procurement Agent, herewith invites sealed bids for the works below.

• Lot 1: Branch and housing for CEM S.A. Ambanja (Diana Region)
• Lot 2 : Branch for CEM S.A. Toamasina (Atsinanana Region)

4. Tenders will be treated according to procedures in “Procurement Guidelines” described in Schedule 1 of the Procurement Agreement concluded by and between Millennium Challenge Corporation (MCC), the Ministry of Finance and Budget and MCA-Madagascar. The Procurement Agreement is accessible in the MCA-Madagascar web site: www.mcamadagascar.org. While these procedures are similar to those set out in Article 26 of the law °2004-009 dated July 26, 2004 that takes into account the Malagasy “Code des Marchés Publics”, there are significant exceptions and participants are advised to review the Letter of Invitation carefully.

5. A complete set of bidding documents in French may be obtained by interested bidders upon submission of a written application to the address below including brief introduction and coordinates of the supplier for registration.
Bidding documents may be requested and delivered free of charge by electronic supports, as CD or USB Flash drive.
MCA-Madagasccar reserves the right to refuse any bids from suppliers not having been registered.

6. The representatives of tenderers are invited to a pre-proposals conference on May 30th 2008 at 2.30 p.m. at the address below:

7. The representatives of tenderers are invited to optional site visits that will be held at places and times indicated below:
- Lot 1 on May 23rd 2008 at 2.30 p.m in site
- Lot 2 on May 23rd 2008 at 2.30 p.m in site


8. Tenderers may bid for one or both Lots, as specified in the tender documents. A tender security is required corresponding to the amount set in the table below for each lot. Tenders without a tender security shall be rejected.
The amount of Tender Security in USD or the equivalent in Ariary by using the exchange rate published by the Central Bank of Madagascar fifteen (15) days prior to the deadline fixed for the submission of Tenders, that is on June 13th 2008, is as follows for each lot :

- Lot 1 : 4,000 USD
- Lot 2 : 4,200 USD

9. Tenders shall be submitted in french only and delivered to the address below at or before June 30th 2008 at 12.00 noon local time. Late tenders shall be rejected. Tenders will be opened in public at the address below, at 2.30 p.m. on the same day.

APPEL D’OFFRES OUVERT


1. Cet Appel d’Offres fait suite à l’Avis Général de Passation de Marché pour ce projet, paru sur le site de DG-Market et UN Development Business en ligne du 15 Mars 2008 et a été publié sur le site internet officiel de MCA-Madagascar (http://www.mcamadagascar.org).

2. En vertu du Compact signé entre le Gouvernement des Etats Unis, agissant à travers le Millennium Challenge Corporation (MCC), et le Gouvernement de la République de Madagascar, le Gouvernement des Etats-Unis a octroyé un don sur quatre années au Gouvernement de la République de Madagascar en appui à un programme de réduction de la pauvreté par le biais de la croissance économique.

MCA-Madagascar est la structure, prévue par le Compact et crée par le Décret N° 2005-646 du 13 octobre, 2005, modifié par le décret n°2007-623 du 10 juillet 2007, pour assurer le contrôle et la gestion de la mise en oeuvre du programme contenu dans le Compact, et a l’intention de dépenser une partie du don pour les TRAVAUX DE CONSTRUCTION D’UNE AGENCE ET D’UN LOGEMENT A AMBANJA (LOT 1) ET D’UNE AGENCE A TOAMASINA (LOT 2) POUR LA CAISSE D’EPARGNE DE MADAGASCAR (CEM S.A.).

3. MCA-Madagascar, par le biais de son Agent de Passation de Marchés, demande par la présente des offres sous pli fermé pour les travaux ci-dessous :

• Lot 1 : Agence et logement de la CEM S.A. à Ambanja (Région Diana)
• Lot 2 : Agence de la CEM S.A. à Toamasina (Région Atsinanana)

4. Les Offres seront traitées en conformité avec les procédures exposées aux « Procurement Guidelines », décrites dans l’Annexe 1 de l’Accord de Passation de Marchés conclu par et entre le Millennium Challenge Corporation (MCC), le Ministère des Finances et du Budget et MCA-Madagascar. L’Accord de Passation de Marché peut être consulté sur le site web de MCA-Madagascar : www.mcamadagascar.org. Si elles sont similaires aux procédures exposées en l’Article 26 de la Loi 2004-009 du 26 juillet 2004 qui tient compte du « Code des Marchés Publics » de Madagascar, ces procédures comportent des exceptions importantes. Les soumissionnaires sont donc invités à lire attentivement les Instructions aux Soumissionnaires.

5. Les dossiers d’appel d’offres sont disponibles en français et peuvent être délivrés aux soumissionnaires intéressés sur présentation d’une demande écrite à l’adresse ci-dessous incluant une brève présentation du fournisseur et ses coordonnées pour enregistrement.
Les dossiers d’appel d’offres peuvent être demandés et délivrés gratuitement par supports électroniques, tels que CD ou Périphériques de stockage (Clé USB).
MCA-Madagascar se réserve le droit de refuser toute offre venant de fournisseurs non enregistrés.

6. Les représentants des Soumissionnaires sont invités à une réunion préparatoire qui se tiendra le 30 Mai 2008 à 14h30 mn , heure locale aux bureaux de :

7. Les représentants des Soumissionnaires sont invités à une visite des lieux facultative qui se tiendra aux lieux, dates et heures indiqués ci-dessous:

- Lot 2 – Toamasina : le 23 Mai 2008 à 14h30mn sur site


8. Les soumissionnaires peuvent offrir pour un seul ou deux lots, comme spécifié dans les Documents d’Appel d’Offres. Une garantie de soumission correspondant aux montants spécifiés dans le tableau ci-dessous pour chaque lot est requise. Les offres sans garantie de soumission seront rejetées.
Le montant de la garantie de soumission en USD ou l’équivalent en Ariary selon le taux de change publié par la Banque Centrale de Madagascar quinze (15) jours avant la date limite de soumission des offres, soit celui du 13 juin 2008, est le suivant pour chaque Lot :
- Lot 1 : 4,000 USD
- Lot 2 : 4,200 USD

9. Les offres devront être rédigées en français uniquement et déposées à l’adresse ci-dessous au plus tard le 30 Juin 2008 à 12h00mn, heure locale. Les Propositions reçues après ce délai seront refusées et renvoyées sans avoir été ouvertes. Les plis seront ouverts le même jour à 14h30mn en séance publique à l’adresse sous-mentionnée.
