SPECIFIC PROCUREMENT NOTICE
The REPUBLIC of MALI
MILLENNIUM CHALLENGE ACCOUNT (MCA-MALI)
CONSTRUCTION OF IRRIGATION INFRASTRUCTURE FOR TRANCHE 1 OF THE ALATONA PERIMETER



The Government of the Republic of Mali (GoM) has received a grant of approximately US$ 461 million from the United States Government, acting through the Millennium Challenge Corporation (MCC), to enable the GoM to facilitate poverty reduction through economic growth in Mali and to achieve the objectives of the grant as described in the Millennium Challenge Account Compact between the GoM and MCC (Compact), including developing transportation infrastructure and rural institutions. The Compact will be implemented on behalf of the GoM by Millennium Challenge Account–Mali (MCA-Mali). This invitation for bid follows the General Procurement Notice for this project which was published on May 15th 2008 on DG Market website, followed by UNDB on-line website, and ESSOR newspaper.
A) PROJECT DESCRIPTION:
The project aims, inter alia, to support the development of a key infrastructure program as follows:
• The development of approximately 14,000 net hectares (ha) of new irrigated land under the Alatona Irrigation Project (AIP) in the Office du Niger (ON) zone;
• The remodelling of the capacity of the ON main canal system, and mechanical and electrical rehabilitation of regulators;
• And specifically for the purpose of this notification, the construction of the first of three phases (tranches) that covers a net area of approximately 5,200 ha and is situated at the southern end of the perimeter. Tranche 1 will include 5-ha landholdings that will be intended mostly for resettled farmers and their families, with the balance for incoming migrants. It is envisaged that the smallholders of Tranche 1 will cultivate 5 ha during the wet season and only 1 ha during the dry season. The double crop area will thus comprise 20% of the command area of a secondary canal, and farm holdings will be divided in 4 ha of single crop area and 1 ha of double crop area, which will be situated at different locations in the command area. Social infrastructure will also be constructed under a separate contract to support the population in Tranche 1, including housing for the project affected persons (PAPs), as well as water, sanitation, access roads, drainage and communal infrastructure.

B) IRRIGATION INFRASTRUCTURE WORKS:
This includes the excavation of canals and drains, and the construction of structures over an area of approximately 5,200 ha to form Tranche 1 of the irrigation project as follows:
• First 23 km of the Alatona Primary/Main Canal;
• 44 km long Drain de Masssabougou;
• 67 km of Secondary Canals and 130 km of Tertiary Canals;
• 80 km of Secondary Drains and 144 km of Tertiary Drains;
• Geomembrane and concrete lining of the Canal d’Alatona, in selected sections, if necessary;
• Automatic water level control gates on the Canal d’Alatona;
• 17 baffle gates for the Secondary Canals and 14 for the Sub Secondary Canals;
• 241 Baffle gates for the Tertiary Canals;
• 16 Duck-bill weirs;
• Canal crossing structures;
• Drain crossing structures;
• Cattle access points;
• Washing points; and
• Land-levelling.

The works will be awarded as a single package. No prequalification will be conducted. Detailed information about this notice will be provided in the Bidding Document (BD).
The complete bidding documents will be available for downloading on the MCA-Mali website on (www.mcamali.org) early August 2008. Prospective applicants wishing to download the soft copy of the bidding document must register by completing the Registration Form currently available at the MCA-Mali website and send the form in PDF format to the MCA-Mali’s Procurement Agent’s e-mail address: apm-mcamali@louisberger.com. Registration will be complete when a potential Bidder receives a registration number from the Procurement Agent by e-mail. For those bidders receiving the document by mail or by pick-up at the Procurement Agent’s office, a number will also be provided upon acknowledgement of receipt.

CONSTRUCTION DES INFRASTRUCTURES D’IRRIGATION POUR LA 1ère TRANCHE DU PERIMETRE DE ALATONA



Le gouvernement de la République du Mali (GoM) a bénéficié d’une subvention de près de 461 millions de Dollars US de la part du gouvernement des États-Unis, par l’entremise du Millennium Challenge Corporation (MCC), permettant ainsi au GoM de faciliter la réduction de pauvreté par la croissance économique au Mali et d'atteindre les objectifs de subvention tels que définis dans le Compact du Millennium Challenge Account entre le GoM et le MCC (Compact), y compris le développement des infrastructures de transport et les institutions rurales. Le Compact sera mis en application au nom du GoM par le Millennium Challenge Account-Mali (MCA-Mali). Cet appel d'offres fait suite à l’Avis Général de Passation des Marchés pour ce projet qui a été publié le 15 mai 2008 sur le site web DgMarket, puis sur UNDB, et le journal L'ESSOR.

A) DESCRIPTION DE PROJET:
Le projet vise, entre autres, à soutenir le développement d'un programme principal d'infrastructure comme suit :
• Le développement d'environ 14.000 hectares (ha) nets de nouvelles terres irriguées sous le Projet d'Irrigation d'Alatona (PIA) dans la zone de l’Office du Niger (ON) ;
• Le recalibrage de la capacité du système principal de canalisation de l’ON, et la réhabilitation mécanique et électrique des régulateurs et;
• Spécifiquement dans le cadre de cet avis, la construction de la première sur les trois phases (les tranches) couvrant une superficie nette d'environ 5.200 ha et qui se situe à la fin méridionale du périmètre. La 1ère tranche va inclure l’exploitation de 5 ha qui seront en majorité attribués essentiellement aux paysans réinstallés et leurs familles avec une partie du restant de la superficie pour les nouveaux migrants. Il est envisagé que les petits exploitants de la tranche 1 vont cultiver 5 ha pendant l’hivernage et seulement 1 ha pendant la contre-saison. La couvrant la double récolte va ainsi comporter 20% du secteur de commande d'un canal secondaire, et des exploitations de ferme seront reparties en 4 ha d’un seul champ de récolte et 1 ha de double champ de récolte, qui sera situé à divers endroits dans le secteur de commande. Les infrastructures sociales seront également construites dans le cadre d'un contrat séparé pour soutenir la population dans la 1ère tranche, y compris le logement pour les personnes affectées par projet (PAPs), aussi bien que l'eau, l'hygiène, les routes, le drainage et les infrastructures communales.

B) TRAVAUX D'INFRASTRUCTURE D'IRRIGATION :
Ceci inclut l'excavation des canaux et drains, et la construction des structures au-delà d'une superficie d’environ 5.200 ha pour former la 1ère tranche du projet d'irrigation comme suit :
• 23 premiers kilomètres de canal primaire/principal d'Alatona ;
• Drain de Masssabougou de 44 kilomètres de long ;
• 67 kilomètres de Canaux Secondaires et 130 kilomètres de Canaux Tertiaires ;
• 80 kilomètres de Drains Secondaires et 144 kilomètres de Drains Tertiaires ;
• Géomembrane et béton de revêtement du canal d'Alatona, dans les sections choisies, le cas échéant;
• Vannes automatiques de commande de niveau d'eau sur le Canal d'Alatona ;
• 17 vannes de cloison pour les canaux secondaires et 14 pour les Canaux Sous secondaires ;
• 241 vannes de cloison pour les Canaux Tertiaires ;
• 16 déversoirs Duck-bill ;
• Structures de croisement de canal ;
• Structures de croisement de drain;
• Points d'accès de bétail;
• Points de lavage ; et
• Remblayages.

Les travaux seront attribués en un lot unique. Aucune présélection ne sera effectuée. Les informations détaillées concernant cet avis seront fournies dans le dossier d’appel d’offres (DAO).
