REQUEST FOR PROPOSALS FOR
POLICY AND INSTITUTIONAL ANALYSIS FOR THE IMPROVEMENT OF LAND TAXATION, AND ESTABLISMENT OF THE BASELINES FOR COMMUNE LAND TAX REVENUES

(RFP N°: MCA/5.18/S/LT076/08)



1. This Request for Proposals (RFP) follows the General procurement Notice published on DG-Market, and UN Development Business online and was posted on the official website of MCA-Madagascar (www.mcamadagascar.org) on 15 March 2008.
2. By virtue of the Compact signed by and between the Government of the United States, acting through Millennium Challenge Corporation (MCC), and the Government of the Republic of Madagascar, the Government of the United States has established a four year grant to the Government of the Republic of Madagascar to support a program designed to reduce poverty through economic growth.
MCA-Madagascar is the structure, envisaged by the Compact and created by the Decree n° 2005-646 of October 13th, 2005, amended by the Decree n°2007-623 of July, 10th., 2007, that assures control and management of the implementation of the program contained in the Compact, and it intends to use part of the grant to purchase consultancy services, in this instance for “POLICY AND INSTITUTIONAL ANALYSIS FOR THE IMPROVEMENT OF LAND TAXATION, AND ESTABLISHMENT OF THE BASELINES FOR COMMUNE LAND TAX REVENUES”.

MCA-Madagascar, through its Procurement Agent, herewith invites proposal for the services described in Section 2 above.
3. Offers will be treated according to procedures set out in the “Procurement Guidelines” described in Schedule 1 of the Procurement Agreement concluded by and between Millennium Challenge Corporation (MCC), Ministry of Finance and the Budget and MCA-Madagascar. The Procurement Agreement is accessible in the MCA-Madagascar web site: www.mcamadagascar.org. While these procedures are similar to those set out in Article 26 of the law °2004-009 dated July 26, 2004 that takes into account the Malagasy “Code des Marchés Publics”, there are significant exceptions and participants are advised to review the Letter of Invitation carefully.
4. Interested eligible Consultants may obtain submission documents in French and English languages, from the Procurement Agent at the address below upon presentation of a written application including brief introduction and coordinates of the Consultant for registration.
Submission documents may be requested and delivered free of charge by e-mail. They may also be collected as hard copy at the address below upon payment of a non-refundable fee of 100.000 Ariary cash.
MCA-Madagascar reserves the right to refuse any submissions from Consultants not having been registered.

5. Proposals shall be delivered to the address below at or before 21 August 2008 at 12. 00 noon, local time in Madagascar. Submissions received beyond this time and date shall be rejected and returned unopened.

DEMANDE DE PROPOSITIONS POUR L’ANALYSE INSTITUTIONNELLE ET POLITIQUE POUR L’AMÉLIORATION DE LA FISCALITÉ FONCIÈRE, ET L’ÉTABLISSEMENT DE LA SITUATION DE RÉFÉRENCE DES RECETTES FISCALES FONCIÈRES COMMUNALES

1. La présente Demande de Propositions fait suite à l’Avis Général de Passation des Marchés publié dans les sites web du DG-Market et UN Development Business et a été publié sur le site officiel de MCA-Madagascar (www.mcamadagascar.org) le 15 mars 2008.
2. En vertu du Compact signé par et entre le Gouvernement des Etats-Unis, agissant à travers le Millennium Challenge Corporation (MCC), et la République de Madagascar, le Gouvernement des Etats-Unis a octroyé un don pour une durée de quatre années au Gouvernement de la République de Madagascar aux fins de faciliter la lutte contre la pauvreté par le biais de la croissance économique.
MCA-Madagascar est la structure prévue par le Compact et créée par le Décret n° 2005-646 du 13 Octobre 2005, modifiée par le Décret n°2007-623 du 10 juillet 2007, pour assurer le contrôle et la gestion de la mise en œuvre du Programme contenu dans le Compact et a l’intention de dépenser une partie de ce don pour des services de consultants, et dans le présent cas pour « L’ANALYSE INSTITUTIONNELLE ET POLITIQUE POUR L’AMELIORATION DE LA FISCALITE FONCIERE, ET L’ETABLISSEMENT DE LA SITUATION DE REFERENCE DES RECETTES FISCALES FONCIERES COMMUNALES ».

MCA-Madagascar, par le biais de son Agent de Passation de Marché, demande par la présente des propositions pour les services décrits à la section 2 ci-dessus.
3. Les Propositions seront traitées en conformité avec les procédures exposées aux « Procurement Guidelines », décrites dans l’Annexe 1 de l’Accord de passation de marché conclu entre le Millennium Challenge Corporation, le Ministère des Finances et du Budget et MCA-Madagascar. L’Accord de passation de marché peut être consulté sur le site web de MCA-Madagascar : www.mcamadagascar.org. Si elles sont similaires aux procédures exposées en l’Article 26 de la Loi 2004-009 du 26 juillet 2004 qui tient compte du « Code des Marchés Publics » de Madagascar, ces procédures comportent des exceptions importantes. Les soumissionnaires sont donc invités à lire attentivement la Lettre d’Invitation.
4. Les soumissionnaires éligibles et intéressés peuvent se procurer les documents de passation de marché en langues française et anglaise auprès de l’Agent de Passation de Marchés, à l’adresse ci-dessous sur présentation d’une demande écrite incluant une brève présentation du Consultant et ses coordonnées pour enregistrement.
Les documents de passation de marché peuvent être demandés et délivrés gratuitement par courrier électronique. Ils peuvent également être retirés en version papier à l’adresse ci-dessous contre paiement non remboursable de CENT MILLE ARIARY (Ar 100.000) en espèces.
MCA-Madagascar se réserve le droit de refuser toute proposition venant de Consultants non enregistrés.
5. Les Propositions doivent être déposées à l’adresse ci-dessous au plus tard le 21 août 2008 à 12h00mn, heure locale. Les Propositions reçues après ce délai seront refusées et renvoyées sans avoir été ouvertes.
