General Procurement Notice – Procurement Plan Number Four
July 2008 through December 2008

The Government of El Salvador (GOES), through a grant agreement signed on November 29, 2006, received a US$ 460.9 million grant from the Government of the United States of America via the Millennium Challenge Corporation (MCC), a US Government corporation created to help to facilitate the reduction of poverty through economic growth. FOMILENIO (Fondo del Milenio), the locally established Millennium Challenge Account (MCA) entity, is the accountable institution established under El Salvadoran law to act on behalf of the Government of El Salvador (GOES). FOMILENIO has planned to implement procurement actions for goods, works, and services during the second half of 2008 in the categories listed below. The focus of this program is to reduce poverty in the Northern Zone of the country through sustainable economic growth, and comprises three major projects, (1) Connectivity, (2) Productive Development, and (3) Human Development.

• Central UPS and installation
• Printing services
• Publication services
• Data center access system
• By-pass system for electrical plant and installation
• Secondary air conditioning for data center
• License for development software
• GPS devices
• Digital cameras
• Computer assisted design
• New Office Furniture

Total estimated value: US$ 365,750.00

Field Activities, Designs, Feasibility and Environmental Studies, and Consultants:

• Financial advisor for rural electrification
• Non Formal Education and Training Services
• Scholarship administration services for medium tech and Superior Tech studies
• Consulting services of the final engineering design and development of the RAP for the proposed acquisition of right of way, Sections 5, 6 and 7 of the Northern Transnational Highway
• Consulting services of the final engineering design and development of the RAP for the proposed acquisition of right of way, Groups 1, 2 and 3 for the Network Connecting Roads.
• Consulting services for Land prices at the influence area of the connectivity network of Northern Zone.
• Consulting services to develop and implement FOMILENIO's Web Page
• Consulting services to implement Geographical Information System.
• Communications strategy and material production and media placement
• Consulting Services for the legal and social support for the Right of Way acquisition and the Resettlement Action Plans for Section 3 and 4 of the Northern Transnational Highway.
• Consulting services for the supervision of feasibility studies, micro water management plan, designs, technical assistance, training and construction of potable water and basic sanitation systems.
• Consulting services for the supervision of feasibility studies, designs, technical assistance, community training and construction of community infrastructure projects.
• Data quality review for baseline of program impact evaluation
• Consulting services to design and implement FOMILENIO’s balanced scorecard
• Consulting services to implement beneficiaries registry
• Design of infrastructure improvement and equipment plan for 20 middle technical schools.
• Design of infrastructure improvement and equipment plan for “Instituto Tecnológico de Chalatenango”
• Archeological site rescue or conservation
• Consulting services for beneficiaries qualitative information gathering
• Consulting services to carry out sample design of baseline survey for connectivity and rural electrification
• Tax assessment and training
• Consulting services for TOR´s definition and specifications
• Real estate appraisal services
• Individual consultants for several activities

Works:
• Photovoltaic systems acquisition and installation
• Construction and connection to existing networks
• Construction of community infrastructure projects and technical assistance and community training
• Construction of potable water and basic sanitation systems and technical assistance and community training
• Implementation of infrastructure solutions for included persons derived by the resettlement action plan, in the Northern Transnational Highway Sections 2, 3 and 4
• Construction of section 2 of the Northern Transnational Highway: segments between Metapán and Nueva Concepción
• Turnkey for design of Microwater Management Plan, Construction of Potable Water and Basic Sanitation Systems and provision of associated technology transfer and training to communities.
• Turnkey for construction of community infrastructure and provision of associated technology transfer and training to communities.
• Construction of section 3 of the Northern Transnational Highway: Segments between Chalatenango and La Trinidad
• Construction of section 4 of the Northern Transnational Highway: Segments between La Trinidad and Nuevo Edén de San Juan
• Design, construction, operation and maintenance of approximately 200 kms of new electrical network and connections.
