The Government of the United States of America, acting through its Millennium Challenge Corporation (MCC), entered into a $ 175 million, five-year Compact, a grant from the people and Government of the United States of America to the people and Government of Nicaragua (GoN), to promote economic development in the departments of Chinandega and Leon. The Millennium Challenge Account Nicaragua (MCA-Nicaragua) funds three major projects: i) Road Rehabilitation, ii) Property Regularization and iii) Value-added rural business development with an emphasis on environmental sustainability. The GoN, operating through its implementing agency MCA-Nicaragua, intends to implement the fifth procurement plan, corresponding to the fifth semester of the Program in the following manner:
PROCUREMENTS FOR JULY – DECEMBER 2008
PROCUREMENT OF GOODS (not limited to): Vehicles; minibus; motorcycles; IT Equipment such as computers, engineering equipment and Global Positioning Systems (GPS); Office Supplies, Equipment, and Furniture; promotional and protocol equipment; different types of inputs for Forestry, Livestock and Agriculture Activities including seeds for fruit and forestry plants, various type of seeds for livestock feeding, fertilizers, plastic containers for agrochemicals, barbed wire, forestry brigades equipment, among others; different types of equipment for Rural Business Development including irrigation systems, milk cooling tanks, among others; inputs for the establishment of protein banks for livestock; and Communication Materials for MCA-Nicaragua.
PROCUREMENT OF CONSULTANCY SERVICES:
• Contract firms for consultancy services related to, but not limited to, technical assistance, communications campaign, implementation of Cadastre and Registry Integrated Information System, preparation of business plans, topography services, geotechnical studies, certifications, design and supervision for the construction of water collectors, designing strategies and methodologies in subjects related to, but not limited to, environment, gender, property regularization, transportation, and various rural business development activities.
• Contract individuals for consultancy services related to, but not limited to, updating of data bases and information systems, software development, physical arrangement of files, design of households, monitoring, evaluating, training, technical assistance, and design of business plans, in subjects related to, but not limited to, environment, gender, property regularization, transportation, and various rural business development activities.
PROCUREMENT OF WORKS (not limited to): Roads Rehabilitation, remodeling of buildings, minor resettlement works, artisan well drilling, water collectors construction and works for rural business development.
PROCUREMENT OF NON-CONSULTANCY SERVICES (not limited to): Physical demarcation of protected areas, communications campaign implementation, nursery services, transportation of plants, radio and television spots, and printing services.
PROCUREMENT OF LOGISTICS FOR TRAINING AND WORKSHOPS (not limited to): Logistical services for the development of workshops in Managua, Leon and Chinandega such as conference rooms, working space, catering, and audio and visual equipment.
Specific procurement notices for processes of consultancy services, goods, works and non consultant services will be advertised as they become available, on the websites UNDB (www.devbusiness.com) and dgMarket (www.dgmarket.com), the MCA-Nicaragua website (www.cuentadelmilenio.org.ni), and the major local newspapers of Nicaragua, as applicable. The procurements are open to all bidders from eligible countries as defined in the MCC Program’s Procurement Guidelines, which can be downloaded at the MCA-Nicaragua website.
When appropriate, bidding documents which contain the description of services, all technical specifications and any further information will be available at MCA-Nicaragua’s web site, under the title “Adquisiciones y Contrataciones”. The procurement processes will be executed in accordance with the MCC Program’s Procurement Guidelines, considering equal opportunities of gender.
