GENERAL PROCUREMENT NOTICE

Republic of Mali
Millennium Challenge Account-Mali (MCA-Mali)
Six-Month Procurement Plan - PP No. 3
For the Period from November 1, 2008 to April 30, 2009

The Government the Republic of Mali and the Millennium Challenge Corporation (“MCC”) of the United States have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in Mali in an amount up to 460,811,164 USD.
The largest of the components is the Alatona irrigation project, which is expected to increase food production and productivity, improve land tenure security, modernize irrigated production systems, and mitigate the uncertainty from subsistence rain-fed agriculture.
The airport improvement project will remove constraints to air traffic growth and increase the airport’s efficiency in both passenger and freight handling through infrastructure improvements and effective management.
MCA-Mali as the Accountable Entity established by the Government to oversee the MCA-Mali Program, intends to apply part of the proceeds of the funds to payments for Contracts for Goods, Works and Consultant Services required for the implementation of the program.

The procurement program for the next six months from November 1, 2008 to April 30, 2009, will include the following:

Contracts for Goods, Works and Services financed under the program will be implemented according to the principles, rules and procedures set out in MCC Program Procurement Guidelines, dated July 21, 2008.

The Procurement is open to all bidders from eligible source countries as defined in the MCC Program Procurement Guidelines, which can be downloaded at the MCA-Mali’s and MCC’s websites (http://www.mcamali.org and http://www.mcc.gov ).

Specific procurement notices for contracts to be tendered under the competitive bidding procedures and for consultant contracts will be announced, as they become available, on the MCA-Mali’s website, Development Business Online (UNDB Online: http://www.devbusiness.com ), Development Gateway Market (dgMarket: http://www.dgmarket.com ), in local newspapers, and other media outlets as appropriate.
