GENERAL PROCUREMENT NOTICE UPDATED
TO BE EXECUTED IN THE PERIOD JANUARY TO JUNE, 2009

The Government of El Salvador (GOES) has received a grant agreement of US$ 460.9 million from the Government of the United States of America, via the Millennium Challenge Corporation (MCC), a US Government corporation created to help to facilitate the reduction of poverty through sustainable economic growth. FOMILENIO (Fondo del Milenio), is the accountable institution established under Salvadoran law to act on behalf of GOES on this initiative, subject to the terms and conditions of related agreements and the availability of funds.

The goal of the Compact is to advance economic growth and poverty reduction in the Northern Zone of El Salvador. The Program includes the following Projects: 1) Human Development Project, 2) Productive Development Project, and 3) Connectivity Project.

In compliance to the established in “The Program Procurement Guidelines” issued by Millennium Challenge Corporation (MCC), FOMILENIO shall publish a “General Procurement Notice”, at least every semester, in which the purchases and contracts that are planned for the period are detailed.

Therefore, during the period January-June 2009, FOMILENIO is planning to use a portion of the proceeds of this Compact to fund under the terms and conditions established in each contract resulting from the purchasing processes for Goods, Services, and Works planned for this first semester under the categories detailed below and in a transparent and fiscally sound manner:

Purchasing of Goods for project support: Total Estimated Value of US$ 13,531,476.00

Information technology goods:
• Laptops and accessories, digital cameras, multiple burning DVD/CD, color printer
• Data center Access system
• Purchase and Installation of By Pass for UPS and electrical generator

Equipment:
• GPS devices
• Fire alarm system
• Supply and installation of an air conditioning unit
• Purchase of equipment and office furniture
• 6 pick-ups 4 x 4, with its maintenance included
• Supply for the expansion of the existing telephone plant

Software:
• Software application for the development of Web Page
• Adobe Acrobat 9 licenses
• Project management Licenses
• Server license for Dashboard
• Software for process mapping

Specialized purchases for the productive sector:
• Various seeds
• Vegetative material (plants, annual fruit plants, perennial fruit plants, bi-annual fruit plants)
• Genetic material
• Other agricultural material, especially for plant nursery
• Agricultural material and accessories
• Small farming equipment
• Accessories for planting and agriculture

Several purchases:
• Printing
• Publications

Procurement of field activities, design, feasibility, environmental studies and/or consulting firms:
Estimated total value of US$5,067,359.00

• Professional training services for the population of the Northern Zone
• Feasibility and final design for potable water and sanitation
• Technical assistance and training for rural road projects
• Feasibility studies and final designs of rural road projects
• Supervision for rural road projects
• Consulting services for Beneficiaries Qualitative Information Gathering
• Consulting Services to design and implement FOMILENIO's Balanced Scorecard
• Consulting services for Technical Assistance to Intermediary Financial Institutions, banks and others
• Contracting of financial consultants for the business plans submitted in the productive project
• Implementation of the HIV/AIDS awareness plan
• Contracting of Data and Processes Quality Review
• Archeological sites rescue or conservation, Sections 3 and 4 of the Northern Transnational Highway

• Tax assessment and Training
• Consultants for several TOR's and specifications definition
• Individual Consultants for several activities of the project
• Contracting of 2 lawyers, 2 social coordinators, 2 field office administrators, 4 administrators, 2 engineers or architects, 4 technical assistants in civil engineering or architecture and 6 legal assistants, for the execution of the resettlement action plan, section 3 and 4 of the Northern Transnational Highway
• Software development Services for Web page
• Consulting Services of graphic designer
• Implementation of the monitoring and contingency plan of Section 2 (Metapán - Nueva Concepción)
• Consulting services to implement Beneficiary’s Register

• Translation services for the Baseline Survey Connectivity Project and Rural electrification Sub-activity, 2008
• Digitalization of the Northern Zone Household Survey
• Digitalization of the Baseline Survey for Connectivity Project and Rural electrification Sub-activity, 2008
• Office improvement and adaptation for the 2 RAP field offices (Chalatenango and San Antonio de la Cruz)
• Procurement of licenses, equipment, consulting services and training for the Information Security System Tool for SAFI
