GENERAL PROCUREMENT NOTICE - NO.3
MILLENNIUM CHALLENGE ACCOUNT-MONGOLIA
Period: January 2009 – June 2009

A. The Government of Mongolia has received grant funding of U$284,911,363 from the Millennium Challenge Corporation (MCC) of the United States Government to enable the Government of Mongolia to implement a program to stimulate growth and reduce poverty under the Grant (Compact), and intends to apply parts of the proceeds of the funds to payments for Contracts for Goods, Works and Services.
B. The Government, acting through Millennium Challenge Account - Mongolia (“MCA-M”), intends to apply a portion of the MCC Funding to eligible payments under these contracts. Payments by MCA-M will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC funding.
C. Objectives of the Compact by Projects are:
- to increase the security and capitalization of land assets held by lower-income Mongolians, and to increase peri-urban herder productivity and incomes, through the Property Rights Project;
- to increase employment and income among unemployed and marginally employed Mongolians through the Vocational Education Project; and
- to increase the adoption of behaviors that reduce non-communicable diseases and injuries that have the greatest impact on mortality (“NCDIs”) among target populations and improve medical treatment and control of NCDIs through the Health Project.

E. Procurements financed under the Compact will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines, as found at:

F. Specific procurement notices for contracts to be tendered under the competitive bidding procedures and for consultant contracts will be announced, as they become available, on Development Business Online (www.devbusiness.com), Development Gateway Market (dgMarket: mcc.dgmarket.com), MCA-Mongolia web site (www.mca.mn), in local newspapers, and other media outlets as appropriate.
