The Government of the United States of America, acting through its Millennium Challenge Corporation (MCC), entered into a $ 175 million, five-year Compact, a grant from the people and Government of the United States of America to the people and Government of Nicaragua (GoN), to promote economic development in the departments of Chinandega and Leon. Currently, the Millennium Challenge Account Nicaragua (MCA-Nicaragua) funds two major projects: i) Road Rehabilitation and ii) Value-added rural business development with an emphasis on environmental sustainability. The GoN, operating through its implementing agency MCA-Nicaragua, intends to implement the seventh Procurement Plan, corresponding to the seventh semester of the Program in the following manner:
PROCUREMENTS FOR JULY - DECEMBER 2009
PROCUREMENT OF GOODS (not limited to): IT equipment, office supplies, different types of inputs for forestry, livestock and agriculture activities including forestry seeds, equipment and tools for forestry plantations, plastic bags, equipment for forestry fire prevention, among others; different types of equipment for Rural Business Development including inputs and equipment for Livestock Services Center, equipment for Business Procedures Center, Inputs for Artisan Livestock Plans, Inputs and equipment for artisan milk plants, irrigation systems, Inputs for grains merchandising , Inputs for rural tourism business plans.
PROCUREMENT OF CONSULTANCY SERVICES:
Contract firms for consultancy services related to, but not limited to, design of the Child Labor Prevention Campaign, TV monitoring services, elaboration of radio spots, edition and design of applied methodologies in empowerment gender equity, audit services.
Contract individuals for consultancy services related to, but not limited to, supervision of the implementation of environmental plans of Infrastructure and rural business, strengthening negotiation capacity and gender equity in the participant groups, strengthening of the Center of Business Procedures and Negotiations, technical assistance to artisan milk plants, strengthening of agriculture production organizations, follow up and support to the supervision of Agriculture Operator, support the Non Agriculture Management, follow up and technical assistance to the implementation of handcraft business plans, rural innovation and agroindustry, follow up and technical assistance to the implementation of construction materials and tiles business plans.
PROCUREMENT OF WORKS (not limited to): Remodeling of buildings, construction of collection minicenters of plastic containers of agrochemicals.
PROCUREMENT OF NON-CONSULTANCY SERVICES (not limited to): Design and production of promotional materials, elaboration of advertisement materials, radio spots transmission, elaboration of road signs.
PROCUREMENT OF LOGISTICS FOR TRAINING AND WORKSHOPS (not limited to): Workshops and training to technical staff of the Rural Business Project, producers and beneficiaries companies
Specific procurement notices for processes of consultancy services, goods, works and non consultant services will be advertised as they become available, on the websites of the United Nations Development Business online (www.devbusiness.com) and dgMarket online (www.dgmarket.com), the MCA-Nicaragua website (www.cuentadelmilenio.org.ni), and the major local newspapers of Nicaragua, as applicable. The procurements are open to all bidders from eligible countries as defined in the MCC Program’s Procurement Guidelines, which can be downloaded at the MCA-Nicaragua website.
When appropriate, bidding documents which contain the description of services, all technical specifications and any further information will be available at MCA-Nicaragua’s web site, under the title “Adquisiciones y Contrataciones”. The procurement processes will be executed in accordance with the MCC Program’s Procurement Guidelines, considering equal opportunities of gender.
