GENERAL PROCUREMENT NOTICE
Government of Morocco

Millennium Challenge Account
Agency of Partnership for Progress (MCA-Morocco)

The Government of Morocco has received grant funding of $697,500,000 from the Millennium Challenge Corporation (MCC) of the United States Government to enable the implementation and achievement of the objectives of the MCC Grant (Compact). It intends to apply parts of the fund’s proceeds to payments of Contracts for Goods, Works and Services.

CONSULTANT AND NON CONSULTANT SERVICES
Fruit Tree Productivity Project
TC-1A.1 Consultant to implement the HIV/ AIDS action plan (in rain fed areas)
TC-2B Realization of capacity enhancement trainings on aspects related to the implementation of the fruit tree productivity project
TC-4A.2 Short term consultants on thematic effects on projects
TC-4A.3 Organization of workshops on thematic effects on fruit tree productivity project
TC-5A Consultant to conduct:
1. Technical support & assistance for rehabilitation of existing olive, almond and fig orchards in rain-fed areas and olive orchards only in irrigated (PMH) areas, based on the technical action plans prepared by the TC-1A and TC-1B Consultants and implemented by targeted farmers & farmer groups with assistance from local DPA/ORMVA “extension” staff;
2. Olive, almond and fig marketing plans and information systems;
3. Development of quality standards and certification programs;
4. Creation and development of secondary (marketing) cooperatives to help establish viable value-added packing and processing enterprises;
5. Technical support & guidance to women’s organizations, including gender analysis and specific pilot projects (emphasis on value-added and marketing)
TC-5B Consultant to conduct:
1. Technical support & assistance for rehabilitation of existing date orchards (irrigated oases), based on the technical action plans prepared by the TC-1B Consultants and implemented by targeted farmers & farmer groups with assistance from local ORMVA “extension” staff;
2. Date marketing plans and information systems;
3. Development of quality standards and certification programs;
4. Creation and development of secondary (marketing) cooperatives to establish viable value-added date conditioning, packing, pest management, and cold storage enterprises;
5. Technical support & guidance to women organizations, including gender analysis and specific pilot projects (emphasis on value-added and marketing)

AF-7 Development of a strategy of development of Protected Marine spaces “AMP” for fishery objectives in Morocco

4. Identification and oversight of consultant (AFM-32) to make ready literacy training spaces;
5. Identification and oversight of consultant (AFM-33) to implement communication strategy for functional literacy activities;
6. Development of model of literacy training through mid-term and final program evaluations;
7. Oversight of Competitive Skills Development Program (Sub-Activity C) through disbursal of grants to entities for reinforcement of functional literacy and vocational trainings;

9. Identification and oversight of consultant (AFM-35) to equip 15 artisan vocational training centers;
