RFP Ref: CA/MCA-M/MCC/PRP/CS/049/2009

1. The Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance (the “Compact”) to help facilitate poverty reduction through economic growth in Mongolia. The Government, acting through Millennium Challenge Account Mongolia (“MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which the Request for Proposals (RFP) is issued. Contract payments are made from the United States Government directly, or through the MCA Entity independent Fiscal Agent. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. The objective of the consultancy service is to implement the Property Rights Project activity as described in Annex I of the Compact, in order to make registration processes more efficient and effective for the public and private sectors. Specifically, the Consultant will provide full business analysis and recommendations on improving registration information technology systems, processes and procedures; develop management and guidance documents on them; digitize registry data, including digital backups of all information; develop interconnection of 13 separate offices of the GASR: the central office complex; four district offices in Ulaanbaatar; and eight regional offices; incorporate Property Registry processes and information into GASR’s IT systems, especially connection of Property Registry and Civil Registry files; establish data flow connections between GASR (especially Property Rights) data and the NLIS; and cooperate with architectural design firm, LRC firm, Monitoring and Evaluation Contractor and IT and equipment provider. The Consultant’s activity will consist of three (3) phases following the contractual protocol of a base period (2 phases) and one (1) option period:

Phase 1 – Analysis of business processes and procedures and assessment of the Property Registry’s IT systems within the new GASR environment for all 13 MCA-M project GASR offices and input into architectural plans for Phase 2 offices.

Phase 2 – Implementation of new business processes and procedures and IT systems, including related training, for GASR Central Property Registry, 1 district office in Ulaanbaatar, and 5 regional offices, as shown in the TOR.

Optional Phase – Input into architectural plans, and implementation of new business processes and procedures and IT systems, including related training, for 3 GASR district offices in Ulaanbaatar and 3 regional offices, as shown in the TOR. MCA-M shall have the right to exercise all or part of this option no later than 31 October 2010 at its sole discretion.
