MILLENNIUM CHALLENGE ACCOUNT NAMIBIA
COMMUNITY-BASED RANGELAND AND LIVESTOCK MANAGEMENT
MCAN/CIF/RFP/P3.2.2

The Republic of Namibia has signed a grant funding agreement, the Millennium Challenge Account (MCA) Namibia Compact, of US$304.5 million with the Millennium Challenge Corporation (MCC), an Agency of the United States Government, to enable the Government of Namibia to implement the MCA Namibia Programme and achieve the objectives of the Compact. MCA Namibia, a programme implementation unit of the National Planning Commission, will use a portion of the grant funding for the acquisition of Goods, Works, and Services.

The purpose of this Specific Procurement Notice is to alert interested firms/consultants that a Request for Proposals (RFP) for the Community-Based Rangeland and Livestock Management (CBRLM) Sub-activity of the Agricultural Activity will be posted on the MCA Namibia website www.mcanamibia.org on Monday, 28 September 2009, and to inform service providers of the experience and qualifications that will be expected from interested firms/consultants.

Following is brief summary of the tasks required by the above Sub-activity:

* Prepare and present an implementation plan to relevant authorities through workshops organized by the consultants, covering 6 identified regions, for participants to give input and feedback on the draft strategy and implementation plan on CBRLM activities;

* Propose the best approach and methodology for the implementation of the CBRLM Sub-activity;

* Manage and implement the CBRLM Sub-activity through the provision of services to MCA Namibia and other stakeholders. Services will include the necessary planning, implementation, monitoring and reporting;

* Support MCA-N and the MCA-N government counterpart, the Ministry of Agriculture, Water and Forestry, in furtherance of implementation of the Sub-activity, whose main goal is to enhance the productivity and sustainability of the livestock sector in the NCAs through improved rangeland resource and livestock management.

The Consultant will provide a team of three experts and support staff as specified in the Terms of Reference:

* Team Leader preferably with a postgraduate University degree, at least 10 years of experience at managerial level, related practical experience in the field of rural development and strong quantitative skills;

* Community Development Manager preferably with a postgraduate University degree, at least 10 years of related experience at managerial level, practical experience managing rural development projects in Southern Africa, and a focus on community development;

* Rangeland Management Expert preferably with a postgraduate University degree in rangeland management, crop science or agriculture, approximately ten years of related experience in rangeland management in Southern Africa or areas with a similar climate, communal rangelands and pastoral livestock producers.

The contract is expected to start on or about 1 February 2010. Proposals responding to the above solicitation are to be submitted no later than 13:00 Windhoek local Time, Friday 6 November 2009 at the address indicated as follows:
