MILLENNIUM CHALLENGE ACCOUNT NAMIBIA
SPECIFIC PROCUREMENT NOTICE: ADVISORY SERVICES TO ESTABLISH A NATIONAL TRAINING FUND
MCAN/CIF/EOI P1.2.1c

The Republic of Namibia has signed a grant funding agreement, the Millennium Challenge Account (MCA) Namibia Compact, of US$304.5 million with the Millennium Challenge Corporation (MCC), an Agency of the United States Government, to enable the Government of Namibia to implement the MCA Namibia Programme and achieve the objectives of the Compact. MCA Namibia, a programme implementation unit of the National Planning Commission, will use a portion of the grant funding for the acquisition of Goods, Works, and Services.

The purpose of this Specific Procurement Notice is to alert qualified firms/consultants that a Request for Expressions of Interest (EOI) for Advisory Services to Establish a National Training Fund will be posted on the MCA Namibia website www.mcanamibia.org on 1 October 2009.

The activities anticipated by the above activity shall include, but may not be limited to:

* Establishing and operationalising the NTF Council
* Designing and developing the NTF framework
* Developing and supporting the implementation of NTF operational capacity
* Overseeing pilot testing of the NTF system.

The period of the consultancy will be approximately 30 months. The Consultant will provide a team of experts and support staff necessary for the successful implementation of the assignment. The Consultant will be deployed in Windhoek with possible travel throughout Namibia.

The Consultant shall be a firm with a good track record and experience in carrying similar tasks. Interested firms/consultants must submit information on their credentials to perform the services expected, including their managerial and technical capability, detailed company profiles, legal status, descriptions of similar assignments, experience in similar tasks and conditions, availability of appropriate skills among key staff, financial statements and other relevant information as described in the Request for EOI. Firms/consultants may associate with other similar firms/consultants to enhance their qualifications.

MCA-Namibia will evaluate EOI and invite several qualified firms/consultants to submit technical and financial proposals. The Consultant will be selected in accordance with the procedures set out in the MCA-Namibia Program Procurement Rules provided on the MCA Namibia website.

The contract is expected to start on or about 1 April 2010. Expressions of Interest responding to the above Request for EOI are to be submitted no later than 13:00 Windhoek local time on 28 October 2009 to the address indicated as follows:
