MILLENNIUM CHALLENGE ACCOUNT -BURKINA (MCA-BF)
AWARD OF CONTRACT

The Millennium Challenge Corporation (MCC) and the government of Burkina Faso signed a grant agreement for the Millennium Challenge on July 14, 2008 in order to help facilitate poverty alleviation through economic growth in Burkina Faso (Compact of Burkina Faso) for an amount of 480 943 569 USD. The Compact Program comprises: (i) the improvement of the agricultural and livestock productivity and amenities, (ii) the improvement of access to national and international markets, and (iii) the increase young girl’s primary education completion rate. In order to achieve these objectives, the program will be based on a three-dimension strategy on (a) land tenure security, (b) land development and management for the irrigated agriculture, livestock and fish production, and (c) the improvement of market competitiveness through investments in the road network and market infrastructures.
Moreover, on November 22, 2007, MCC offered a grant to Burkina government to support some activities prior to the actual implementation of the Compact including key staff recruitment for MCA, the mobilization of fiduciary and procurement agencies, for a global amount not exceeding nine million four hundred and thirty thousand US Dollars ($ US 9,430,000) in accordance with Article 609(g) of Act 2003 of Millennium Challenge (“Act”), activities which will facilitate the development and execution of the suggested Compact

3. Resettlement Action Plans (RAP) in accordance with the World Bank Operational Policy 4.12 (WB OP 4.12) on Involuntary Resettlement. The RAP will include compensation for physical and economic displacement of individuals, residences and businesses affected by the Project;

4. Final Designs (FD), including drawings, technical specifications, bid documents, design report and cost estimates;

2. RAP Implementation.

MCA-Burkina Faso’s approach to the Land Services Technical Assistance (LSTA) is four-pronged. First, the LSTA will support the development, adoption, and implementation of improved land legislation and administrative procedures that are the foundation of land tenure security. Second, the project will support the institutional development and enhance the capacities of public institutions that are responsible for efficient, transparent land administration and management at the national, regional, provincial, and local level. Third, the project will apply the legal and procedural improvements in support of participatory land use management, registration of land rights, and resolution of land-related conflicts in selected areas. Finally, a cross-cutting communications and outreach component will ensure that stakeholders are aware of and fully understand their new rights and how to exercise them. A variety of communications tools will also be used to disseminate information about project activities and accomplishments
