Invitation for Bids

Yerevan, Armenia, October, 2009
IFB#: Rehabilitation of Drainage System
in the Ararat Valley (Package I)
IA/CB/CW-08/008

To: All Bidders

1. The Millennium Challenge Corporation (“MCC”) and the Government of Republic of Armenia (the “Government” or “GoA”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Republic of Armenia (the “Compact”) in the amount of approximately 235.6 million USD (“MCC Funding”). The Government, acting through the Employer, intends to apply a portion of the proceeds of MCC Funding to eligible payments under a Contract associated with this Invitation for Bids (“IFB”). Payments by the Employer will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact. No party other than the Government and the Employer shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. The Compact Program includes:

i) the Irrigated Agriculture Project that includes an Infrastructure Activity to rehabilitate irrigation infrastructure and build the management capacities of the Water Supply Agency and Water User Associations, and a Water-to-Market Activity to provide training and access to credit for member farmers to transition to more profitable, market-oriented agriculture.

3. The Employer now invites sealed Bids from eligible Bidders for the execution and completion of the cited Rehabilitation of Drainage System in the Ararat Valley (Package I) which is being offered as a unit price contract based on the Bill of Quantities.

4. Bidding will only be open to registered Bidders. Bidders must register by completing the Registration Form available at http://mca.am/new/enversion/pdf/Registration%20Form%20drainage.doc, and sending it in PDF format to the Employer’s Procurement Agent’s e-mail address: petrosyanr@mca.am; cc: petrosyanarman@mca.am. Registration will be completed when a potential Bidder receives a registration number from the Procurement Agent. Potential Bidders may elect on the Registration Form to receive the Bidding Documents in hard copy and/or electronic formats (doc/pdf).

6. A pre-bid meeting will be held at the time and date if so specified in the BDS. If a pre-bid meeting is held, attendance is strongly advised for all prospective Bidders or their representatives but is not mandatory.

8. A firm will be selected under the Competitive Bidding procedures described in this IFB. Bidders are advised that these procedures are governed by the MCC Program Procurement Guidelines . Although these procedures are similar to those set out in the World Bank Guidelines: Procurement under IBRD Loans and IDA Credits, there are several significant differences and firms are advised to review these instructions carefully.

9. All Bids must be accompanied by a security in the form and amount specified in the Bidding Documents, and must be delivered to the address given below no later than 16:00 Yerevan time, November 30, 2009. Bidders should be aware that distance and customs formalities may require longer than expected for delivery time. Late Bids will be rejected.

10. Bids will be opened immediately thereafter in the presence of Bidders’ representatives who presented Bids and who choose to attend.
