Invitation for Bids
Purchasing of nine ( 9) continuously operating reference station

Ref: 07/CB/RN86/LTP18

1. The Millennium Challenge Corporation (“MCC”) and the Government of Burkina Faso (the “Government” or “[GoBF_]”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Burkina Faso (the “Compact”) in the amount of approximately 480.9 MillionUSD (“MCC Funding”). The Government, acting through MCA Burkina (“MCA Entity” or “Purchaser”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (“IFB”) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the Purchaser shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
2. The Compact program includes (i) the improvement of the agricultural and livestock productivity and amenities, (ii) the improvement of access to national and international markets, and (iii) the increase young girl’s primary education completion rate. In order to achieve these objectives, the program will be based on a three-dimension strategy on (a) land tenure security, (b) land development and management for the irrigated agriculture, livestock and fish production, and (c) the improvement of market competitiveness through investments in the road network and market infrastructures.].
3. This IFB follows the General Procurement Notice that appeared in Dg Market Website on March 11, 2009; UNDBOnline between March 11 and March 17, 2009 the MCA-Burkina Faso website (www.mcaburkina.bf ) on March 11, 2009, and local newspapers [Le Pays] on March 13, 2009.
4. The Purchaser now invites sealed bids to provide the goods and related services referenced below (“Bids”). More details on the goods and related services are provided in the Schedule of Requirements.
5. This IFB is open to all eligible entities or persons (“Bidders”) who wish to respond. Bidders may only associate with each other in the form of a joint venture or under a sub-contractual agreement to complement their respective areas of supply to enhance their capacity to carry out the supply of goods and provision of required services and so long as any association is formed or sub-contract is entered into in accordance with the bidding document associated with this IFB.
6. The goods and related services, and the contract expected to be awarded, are divided into the following Lots: one sole indivisible lot: Purchasing of nine ( 9) continuously operating reference stations (CORS) and related services
7. A supplier will be selected under a competitive bidding method, the evaluation procedure for which is described in sections of the bidding document associated with this IFB in accordance with the “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.
8. The bidding document associated with this IFB includes the following Sections:

Section 1 Instructions to Bidders
This section provides information to help Bidders prepare their Bids; it also provides information on the submission, opening, and evaluation of Bids and on the award of the proposed contract.
Section 2 Bid Data Sheet
This section includes provisions that are specific to this procurement and that supplement Section 1, Instructions to Bidders.
Section 3 Qualification and Evaluation Criteria
This section specifies the qualifications required of the Bidder and the criteria to be used to evaluate the Bids.
Section 4 Bid Forms
This section provides the Bid Submission Form, Price Schedules for Goods, Bid Security, the Manufacturer’s Authorization (if required) and other forms which are to be completed by the Bidder and submitted as part of its Bid.

This section includes the detailed list of Goods and Related Services, the Delivery and Completion Schedules, the Technical Specifications and the Drawings that describe the Goods and Related Services to be procured.
9. The bidding documents associated with this IFB will be placed on the Purchaser’s website at www.mcaburkina.bf and prospective Bidders interested in submitting a Bid should submit an e-mail, giving full contact details of the prospective Bidder, to Procurement Agent/ Email : apm-mcaburkina@louisberger.com
10. The closing time for receipt of Bids is January 5th 2010 at 09.00 local time in Burkina Faso. Bids received after this time and date shall not be considered and will be returned unopened... Bidders should be aware that distance and customs formalities may require longer than expected delivery time.
11. All Bids must be accompanied by a bid security (as required) in the manner and amount specified in the Bid Data Sheet.
12. Bids will be opened in the presence of Bidders’ and/or their representatives who choose to attend on January 5th 2010 at 10.00 local time, in Ouagadougou (Burkina Faso)
