Letter of Invitation
INVITATION FOR BIDS – NON-CONSULTANT SERVICES
COMMUNICATION AGENCY FOR MCA BURKINA FASO
CB No: 08/CB/RN120/PA41
1. This Invitation for Bids (IFB) follows the General Procurement Notice that appeared in dgMarket online of March 11th 2009 UN Development Business online between March 11th and March 17th 2009, local newspapers Le PAYS of March 13th, 2009 and was posted on the MCA-Burkina Faso Website ( www.mcaburkina.bf) of March, 11th 2009.
2. The Millennium Challenge Corporation (“MCC”) and the Government of Burkina-Faso (the “Government”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in Burkina-Faso (the “Compact”) in the amount approximately 481 Millions (“MCC Funding”). The Government, acting through the Millennium Challenge Account - Burkina-Faso (“MCA-BURKINA-FASO”), intends to apply a portion of the funds to eligible payments under the contract for which this Invitation for Bids is issued. Payment by MCC will be made only at the request of MCA-BURKINA FASO and upon approval by MCC, and will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC Funding and conditions to the disbursements.
3. The MCA-BURKINA FASO, herewith solicits sealed bids for the following Non-Consultant Services: Communication agency for MCA-Burkina Faso. MCA-BURKINAFASO shall award the Contract to the Bidder who meets the minimum requirements and offers the lowest price. More details on the services are provided in the Specifications and Description of Services attached to this Invitation for Bids.

4. Bidding will be conducted through the Competitive Bidding (CB) method and procedures described in the Bidding Document (BD), in accordance with the MCC Program Procurement Guidelines (“the Guidelines”) available at www.mcc.gov. The Bidders are advised that while the procedures are similar to the procedures set out in the World Bank Guidelines there are several very significant differences.
