SPECIFIC PROCUREMENT NOTICE
REFERENCE: MCAT/COM/0045
INVITATION FOR PROPOSALS
for
CONSULTANCY SERVICES FOR
A BASELINE STUDY AND PREPARATION OF TECHNICAL SPECIFICATIONS FOR A PERFORMANCE BASED CONTRACT FOR NON REVENUE WATER IN DAR ES SALAAM



1. The United States of America acting through the Millennium Challenge Corporation (“MCC”) and the Government of Tanzania (the “Government”) have entered into a Millennium Challenge Compact (the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Tanzania in the amount of USD 698,136,000 million (“MCC funding”). The Millennium Challenge Account -Tanzania (“MCA-Tanzania”) on behalf of the Government intends to apply a portion of the proceeds of MCC funding to eligible payments under this contract. Payments by MCA- Tanzania will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding of the Compact. No party other than the Government and MCA-Tanzania shall derive any rights from the Compact or have any claim to the proceeds of MCCfunding.

2. The Compact program aims at reducing poverty through the implementation of a programme consisting of three projects, each containing a number of activities and sub activities over the five year period of the Compact, namely:

1. The Transport sector Project consists of four distinct activities, the Mainland Trunk Roads Activity, the Zanzibar Rural Roads Activity, the Road Maintenance Activity and the Mafia Island Airport Activity.
2. The Energy Sector Project consists of three distinct activities, the Zanzibar Interconnector Activity, the Malagarasi Hydropower and Kigoma Distribution Activity, and the Distribution Systems Rehabilitation and Extension Activity.
3. The Water Sector Project consists of three distinct activities, the Lower Ruvu Plant Expansion Activity, the Non-Revenue Water Activity, and the Morogoro Water Supply Activity

3. Under the Water Sector, this Consultant is required to undertake a comprehensive assessment of Non-Revenue Water (NRW) for the Dar es Salaam water system and prepare a holistic and integrated NRW reduction programme to reduce NRW from approximately 60% down to 45%. This will include studying the water distribution system, conducting a NRW Assessment, preparing a baseline NRW Water Balance, and developing the overall strategy to reduce NRW for DAWASA. The Consultant will also design and prepare Terms of Reference for a Performance Based Contract (PBC) and related bidding documents to reduce NRW. An Option will be for the Consultant to support the tender process for all PBC contracting.

4. This Invitation for Proposals follows the General Procurement Notice that appeared on dgMarket’s website on 5 October, 2009, UNDBOnline on 6 October, 2009, the MCA-Tanzania website www.MCA-T.go.tz on 6 October, 2009, and local newspapers, The Daily News from 8 October and The Guardian from 7 October, 2009.

5. MCA- Tanzania now invites Proposals to provide the consultancy services shown above. More details on the services required are provided in the Terms of Reference.

6. This RFP is open to all eligible Consultants who wish to respond. Association among Foreign and Local Consultants is encouraged, but it is not mandatory. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment.

7. A Consultant will be selected under the Quality and Cost Based Selection (QCBS) procedure, the evaluation procedure is described in the RFP in accordance with “MCC Program Procurement Guidelines” which can be found on the MCC website www.mcc.gov.
