CONSTRUCTION OF CA-03 HIGHWAY; SECTIONS 3 AND 4:
NOMBRE DE JESUS AND NUEVO EDEN DE SAN JUAN BRIDGES
OVER THE LEMPA RIVER

This Competitive Bidding follow the General Procurement Notice corresponding to the second semester 2009, published in dgMarket online on July 1, 2009, UN Development Business online on July 1, 2009, local newspapers La Prensa Gráfica and El Diario de Hoy on June 29, 2009, and posted on the FOMILENIO website at http://www.fomilenio.gob.sv.

Through a grant agreement signed on November 29, 2006, the Government of El Salvador (GOES) received a US$ 460.9 million grant from the Government of the United States of America via the Millennium Challenge Corporation (MCC), a US Government corporation created to help to facilitate the reduction of poverty through sustainable economic growth. FOMILENIO (Fondo del Milenio), is the accountable institution established under Salvadoran law to act on behalf of GOES on this initiative. Subject to the terms and conditions of related agreements, and the availability of funds, GOES intends to use a portion of the proceeds of this Compact to fund procurement of CONSTRUCTION OF CA-03 HIGHWAY; SECTIONS 3 AND 4:NOMBRE DE JESUS AND NUEVO EDEN DE SAN JUAN BRIDGES OVER THE LEMPA RIVER in a transparent and fiscally sound manner.

The goal of the Compact is to advance economic growth and poverty reduction in the Northern Zone of El Salvador. The Program includes the following Projects: 1) Human Development Project, 2) Productive Development Project, and 3) Connectivity Project.

The payments to be done by FOMILENIO will be subjected to the terms and conditions, including restrictions on the use of funds from MCC indicated in the Compact. No other party but GOES and FOMILENIO will have any rights on the Compact or will have any rights to claim funds from the MCC resources.

Any person or entity that has been blacklisted from participation in procurements funded with World Bank assistance or debarred or suspended from participation in procurements funded by the United States Federal Government or otherwise prohibited by applicable United States law or Executive Order or United States policies, including under any then-existing anti-terrorist policies, shall be excluded from procurements awarded under the Compact.

The works and services to be contracted are on a fixed price basis.

A firm or JV will be selected under the method of Competitive Bidding (CB) described in the Bidding Documents, according with the MCC Program Procurement Guidelines of October 23 2009, Section 1.A, that are in:

The participants are advised that while these procedures are similar to those set out in the World Bank Guidelines there are several very significant differences. For that reason it is recommended that the participants review carefully the Bidding Documents and the pertaining sections of the MCC Procurement Guidelines.

The object of this procurement is to build two bridges over the Lempa river one in Nombre de Jesus, and another in Nuevo Eden de San Juan, both of which are an integral part of the Northern Transnational Highway (NTH). These two structures are very important to FOMILENIO’s Connectivity Project since they will allow to connect two areas of the country separated by the Lempa river, permitting permanent traffic and connectivity.

Nuevo Eden de San Juan bridge is located on segment VP-26 of the Northern Transnational Highway, between STA 0+976.65 to STA 1+306.65, such segment is located in Cabañas and San Miguel provinces, between the municipalities of Dolores (Cabañas) and Nuevo Eden de San Juan (San Miguel), and is within what’s been called Sector 4, between coordinates 13°49’09.88’’ North Latitude and 88°30’22.63’’West Longitude (Start) and 13°49’22.21’’ North Latitude and 88°28’25.63’’ West Longitude (End).

This bridge is 330 meters long, with four 60 m spans and two 45 m spans over the main riverbed. The foundations are concrete piles and the superstructure consists of prestress box girders of variable height.

Nombre de Jesus bridge is located on segment VP-21 of the Northern Transnational Highway, which is 10.13 km long. This segment is located between Chalatenango and Cabanas provinces, from Canton Proterillos to Loma La Joya, to the East of “5 de Noviembre” hydroelectric power dam. It is located between coordinates 14°00’05.36’’ North Latitude and 88°45’53.8’’West Longitude (Begins on the road that goes from San Antonio de La Cruz to the “5 de Noviembre” hydroelectric power dam) and 13°57’14.84’’ North Latitude and 88°44’55.17’’ West Longitude (Ends on the road that goes from the “5 de Noviembre” hydroelectric power dam to Sensuntepeque). The bridge is located over the Lempa river in Nombre de Jesus, and has the particularity to be 1,500 m downstream of the “5 de Noviembre” hydroelectric power dam.

This bridge is 180 m long, with three 40 m spans and one 60 m span over the main riverbed. The foundations are laid directly over the rock stratum and the superstructure consists of prestress box girders of variable height.

Please note that a visit to the site and a pre-bid conference will be held on November 26 and 27/2009 respectively. The interested participants can obtain the “Bidding Documents” at no cost, and additional information in the address indicated below starting November 13, 2009 from Monday through Friday from 9:00 AM to 4:00 PM (El Salvador local time). The Bidding Documents can also be downloaded from FOMILENIO’s web page (www.fomilenio.gob.sv), in the Section Procurement, starting on the date indicated before.

Bids must be submitted in Spanish according to the renewed MCC’s Spanish Language waiver dated March 12th, 2009. The Bids have to be present and registered to the address indicated below by January 18th, 2010, no later than 10:00 AM (El Salvador local time). All Bids must be accompanied by a $150,000.00 Bid Security, in the form specified in the Bid Documents. Firms should be aware that distance and customs formalities may require longer than expected delivery time. Bids received after this time and date will not be considered and will be returned unopened.
