GENERAL PROCUREMENT NOTICE 3
FOR THE PERIOD 1 NOVEMBER 2009 TO 30 APRIL 2010
The Millennium Challenge Corporation’s (MCC) Board of Directors has approved a five‐year, US$304.5 million Compact with the Republic of Namibia aimed at reducing poverty and increasing economic growth. The Compact seeks to improve the quality of education and training for underserved populations and to diversify Namibia’s export base by capitalizing on its comparative advantages (e.g., large areas of semiarid communal land suitable for livestock, and diverse wildlife and unique landscapes ideal for ecotourism) to increase the incomes of poor Namibians in rural areas of the country.
Millennium Challenge Account – Namibia (MCA-Namibia), on behalf of the Government of Namibia, intends to apply a portion of the proceeds of the Compact to eligible payments for the procurement of goods, works, non-consulting and consulting services. Payments by MCA–Namibia will be subject, in all respects, to the terms and conditions, including restrictions, on the use of MCC Funding of the Compact. No party other than the Government and MCA–Namibia shall derive any rights from the Compact or have any claim to the proceeds of the MCC Funding.
The following list includes the procurements of goods, works, non-consultant and consulting services which appear in the Program’s Procurement Plan, as approved by MCA-Namibia and MCC, for the period from November 1, 2009 to April 30, 2010. This General Procurement Notice shall be updated from time to time and as required, at least every six months.
1. Education Project (US$145.0 million)
The education project seeks to improve the education sector’s effectiveness, efficiency and quality through infrastructure improvements, institutional strengthening, policy reform, and targeted technical assistance to ensure sustainable results. 2. Tourism Project (US$67.0 million)
The tourism project will support three priority activities to improve the management and infrastructure of Etosha National Park, enhance the marketing of Namibian tourism, and develop the capacity of communal conservancies to attract investments in ecotourism and capture a greater share of the revenue generated by tourism. Together, these activities will increase incomes and create employment opportunities for some of the poorest populations in Namibia, while preserving the natural resources that serve as the base for the tourism industry. Following are the procurements to be undertaken during the period, and the estimated aggregate value of these procurements is US$17,658,000.

3. Agriculture Project (US$47.0 million)
The agriculture project will target investments to improve the economic performance of the livestock sector in the northern area of the country. The project is expected to increase productivity and profitability of livestock through strengthening the land tenure system, introducing improved rangeland management practices, and strengthening animal health services and livestock marketing efficiencies. In addition, the project will increase the volume, quality and value‐added of indigenous natural products for export to regional and international markets. Contracts for Goods, Works and Services financed under the program will be implemented according to the principles, rules and procedures set out in the MCA-Namibia Procurement Rules. These procurements rules are annexed to the Namibian Compact signed between the United States of America and the Republic of Namibia, which can be found at MCA-Namibia website www.mcanamibia.org. Procurements are open to all bidders from eligible source countries as defined in the guidelines cited above.
Specific Procurement Notices (SPNs) for contracts to be tendered under the competitive bidding procedures and for consultant contracts will be announced, as they become available, in appropriate media as per the MCA-Namibia Procurement Rules. For contracts of goods and non-consulting services valued at or over US$200,000 and contracts for works valued at or over US$1,000,000, SPNs shall be published in at least one newspaper of national circulation in Namibia, posted on the MCA Namibia website, Development Gateway Market (dgMarket) website mcc.dgmarket.com, the UN Development Business Online (UNDB) website at www.devbusiness.com, and other media outlets as appropriate. For contracts of works valued at or over US$200,000 and under US$1,000,000, SPNs shall be published in at least one newspaper of national circulation as well as posted on MCA Namibia website.
SPNs for contracts of consulting services valued less than or equal to US$500,000 shall be published in at least one newspaper of national circulation in Namibia and posted on the MCA-Namibia website. SPNs for contracts of consulting services valued over US$500,000 shall be posted in at least one newspaper of national circulation in Namibia and posted on the MCA-Namibia website, dgMarket, UNDB, and other media outlets as appropriate.
All SPNs shall be published in sufficient time to enable prospective bidders and consultants to obtain the necessary documents and prepare and submit their responses.
