Specific Procurement Notice Request for Proposals
Procurement Name: CONSULTANT SERVICES FOR FINAL DESIGN STUDIES, BIDDING DOCUMENTS AND CONSTRUCTION SUPERVISION OF THE IRRIGATION AND WATER RESOURCES MANAGEMENT PROJECT - PODOR

Section 1:
The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Senegal (the “Government” or “GoS”) have entered into a Grant and Implementation Agreement (the “609(g) Agreement”) that sets forth the general terms and conditions on which MCC will provide funding not to exceed thirteen million three hundred ninety thousand U.S. Dollars (US$13,390,000) (the “609(g) Grant”) for activities to facilitate the development and implementation of Senegal’s Millennium Challenge Compact (as described below).

MCC and the Government have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in the Republic of Senegal (the “Compact”) in the amount of approximately five hundred and forty million U.S. Dollars (US$540,000,000) (such amount, together with the 609(g) Grant, “MCC Funding”).

Section 2:
The Government, acting through Mission de Formulation et de Gestion du MFG-MCA (“MFG-MCA”) (also referred to herein as “MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals (“RFP”) is issued to fund consultant services to assist the Government with the implementation of the Irrigation and Water Resources Management Project, in particular the development of Final design studies, Bidding documents and construction supervision for the Irrigation and Water Resources Management Project (“IWRM”) - Podor . One Contract for the Final Design Studies, Bidding Documents and Construction Supervision for the Irrigation and Water Resources Management Project (“IWRM”) – Podor will be procured. The Final Design (Base Period) will be financed through “609g Funds,” and Construction Supervision (Optional Period) will be financed through “Compact Funds.”

Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the 609(g) Agreement, the Compact and related documents, including restrictions on the use of MCC Funding and conditions to the disbursements of MCC Funding. No party other than the Government and the MFG-MCA shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

Section 3:
1. The Government is represented in connection with this RFP by MFG-MCA. However, in accordance with the terms of the Compact, the Government will establish a designated accountable entity that will have primary responsibility for the implementation of the Compact Program, to be named Millennium Challenge Account-Senegal (“MCA-Senegal”). Unless otherwise expressly stated herein, any reference to “MCA-Senegal” (or the “MCA Entity”) shall be a reference to MFG-MCA until MCA-Senegal’s establishment, and, thereafter, solely to MCA-Senegal. In addition, depending on when MCA-Senegal is established, either MCA-Senegal will execute the consultant services agreement resulting from the RFP, or MFG-MCA will execute the consultant services agreement, to be replaced by MCA-Senegal upon its establish, in either case on behalf of the Government. Notwithstanding anything to the contrary in the RFP, any references to actions taken or rights received by MCA-Senegal in the RFP, including in the Form of Contract, shall be taken, on behalf of the Government.

2. This Request for Proposals follows the General Procurement Notice that appeared in dgMarket on 13 November 2009, UNDB Online on 14 November 2009, and the following local newspapers:

3. MCA-SENEGAL, on behalf of the Government, now invites proposals to provide consultant services in connection with IWRM Project referenced above (“Proposals”)..

4. The RFP is open to all eligible entities or persons (“Consultants”) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to carry out the assignment successfully and so long as any association is otherwise formed in accordance with the terms of the RFP.

5. The consultant services are required for about two years.

6. A Consultant will be selected under the QCBS method (Quality and Cost-Based Selection method), the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.

8. A Copy of the complete RFP including the Letter of Invitation and the Terms of Reference will be sent to the registered Consultants.

9. A pre-Proposal meeting will be held at St Louis, Senegal on December 14th 2009, at 10H00 am local time (10H00 am GMT). Attendance is strongly advised for all prospective Consultants or their representatives but is not mandatory. The address is indicated in the PDS (Proposal Data Sheet)

10. The closing time for receipt of Proposals is 21th of January 2010 at 3:00 pm local time in Senegal (15:00 GMT). Proposals received after this time and date shall not be considered and will be returned unopened. Consultants should be aware that distance and customs formalities may require longer than expected delivery time.
