GENERAL PROCUREMENT NOTICE
JANUARY THROUGH JUNE, 2010
PROCUREMENT PLAN NUMBER No. 7 (PP7)

The Government of El Salvador (GOES) has received a US$ 460.9 million grant from the Government of the United States of America via the Millennium Challenge Corporation (MCC), a US Government corporation created to help to facilitate the reduction of poverty through sustainable economic growth. FOMILENIO (Fondo del Milenio), the locally established Millennium Challenge Account (MCA) entity, is the accountable institution established under El Salvadoran law to act on behalf of the Government of El Salvador (GOES) on this initiative. The goal of the Compact is to advance economic growth and poverty reduction in the Northern Zone of El Salvador. The Program includes the following Projects: 1) Human Development Project, 2) Productive Development Project, and 3) Connectivity Project.

In compliance with the established in the “Program Procurement Guidelines” issued by the Millennium Challenge Corporation (MCC), FOMILENIO has to publish a General Procurement Notice, on at least a semi-annual basis, in which the procurements planned for the upcoming period are identified.

Therefore, for the period from January to June, 2010, FOMILENIO has planned to implement procurement actions for Goods, Works, Consulting Services and Non-consulting Services, under the terms and conditions established in each contract resulting from the procurement processes in the categories detailed below, in a transparent and fiscally sound manner.

Procurements for the first semester of 2010

• Consulting services for different temporary activities for administrative, technical and other support.

• Studies and designs for water and sanitation projects – Groups E, I, and G (separate processes).

• Supervision of the construction of bridges, swinging bridges and bridge work

• Strengthening of School Census 2008-2009

• Consulting services for the strengthening of the SINAMA

• Design and Construction of the NTH, Sections Nombre de Jesús (exit over Lempa River) - through By Pass in Sensuntepeque
• Implementation of infrastructure solutions derived from the resettlement action plan – sections 2 and 3 (Small works)
• Construction of Water and Sanitation projects
• Construction of rural road projects
• Construction of bridges, swinging bridges, and bridge work projects

• Implementation of the Communications Strategy
• Several Events for FOMILENIO and Public Forum Events for Communications
• Annual hosting service for FOMILENIO’s website
• Several engineering services for the Northern Transnational Highway

• Professional Formation (non-formal) Training Services
• Training services for FOMILENIO’s staff (communications video, photography, journalism and others)
• Strengthening of the Gender Topic
• Services for event support and similar
• Training for community infrastructure
• Technical auditor services
• Strengthening of the SINAMA
• Vehicle rent for the supervision of projects
• Insurance services for FOMILENIO’s personnel
• Digitalization and inventory organization for financial documents
• File storage and archive solution

Contracts for Goods, Works, Consulting Services and Non-Consulting services financed under the program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines which can be found at FOMILENIO´s website.

The Procurement is open to all bidders from eligible source countries as defined in the MCC Program Procurement Guidelines.
