GENERAL PROCUREMENT NOTICE (GPN)

Government of Republic of Senegal

MILLENIUM CHALLENGE ACCCOUNT - SENEGAL

The Government of the Republic of Senegal has received a grant of 13.390.000 US dollars, Grant and implementation Agreement (the “609 (g) Agreement)” signed on 01 April 2009 and grant funding of approximately 540,000,000 United States Dollars from the Millennium Challenge Corporation (MCC) of the United States Government to enable the Government of Senegal to implement this program and achieve the objectives of the MCC Grant (Compact), and it intends to apply parts of the proceeds of the funds to payments for Contracts for Goods, Works and Services.

The procurement program for November, 2009 to April, 2010 time period will include the following:

Procurements for November, 2009 to April, 2010

1 Irrigation & Water Resources Management Project (Consultant Services only)

1.1-MCC Irrigation Project Management Unit (MIPMU) Consultant / Project Management Consultant.
Quality and Cost-Based Selection Method (QCBS method).

1.2- Detailed Design and Works Supervision for Delta Activity (QCBS method).

The proposed project includes civil and hydrology works to improve the flow and control of water through recalibration of water channels, drains and dikes, as well as construction of additional channels and water regulation structures.

1.3- Detailed Design and Works Supervision for Podor Activity (QCBS method).

The proposed project comprises five installations of secondary and primary irrigation systems in the areas of Ngallenka and Ile à Morphil. The system includes irrigation and drainage canals, as well as pumping stations and earth roads.

1.4- Preparatory Work for Land Tenure Security Services (QBS method).

The proposed project will serve to accompany the Podor and Delta projects described above.

The project will improve access to land and strengthen land security through formalizing land
rights and building local authorities’ capacity for land management.


1.5- Elaboration of Business Plan, Designs, and Social & Environment Activity (SEA) of Social Mitigation Measures (QCBS method).

1.6- Development of Resettlement Action Plan for Irrigation (QCBS method).



2 Roads Rehabilitation Project (Consultant Services only)

2.1- Final design review, RAPs and works supervision for National Road #2 (RN2) (QCBS method).

The proposed project comprises the rehabilitation of an existing paved two-lane road that stretches 429 km, from the town of Richard-Toll, in the north of the country, to the town of BAKEL, near the northern border with the Islamic Republic of Mauritania. The project includes the construction of one bridge at NDIOUM (220 km from Saint Louis).

2.2- Final design review, RAPs and works supervision for National Road #6 (RN6) (QCBS method).

The proposed project comprises rehabilitation of an existing paved two-lane road in the Casamance (southern region of the country). The road stretches from the coastal town of Ziguinchor to the town of Mandat Douane, near the eastern border with Gambia, for a total distance of 317 km. The project includes the reconstruction of one bridge.

3 Monitoring and Evaluation (Consultant Services only)

3.1- Baseline Data Collection (BDC) - beneficiary household income data and poverty levels in specific project zones (QCBS method).

3.2- External Data Quality Review (EDQR) (QCBS method).

3.3- Road Surveys (RS) impact study on effects of roads rehabilitation on economic activity (QCBS method).

Contracts for Goods, Works and Services financed under the program will be implemented according to the principles, rules and procedures set out in the Millennium Challenge Compact, and MCC Program Procurement Guidelines, dated October 23, 2009 (In application from November 1st, 2009).

Procurements are open to all eligible bidders as defined in the MCC Program Procurement Guidelines, which can be downloaded at www.mcc.gov.

Specific procurement notices for contracts to be tendered under the competitive bidding procedures and for consultants services will be announced, as they become available, Senegal Ministry of Finance web site ”www.finances.gouv.sn ”, UNDB Online Website:(http://www.devbusiness.com), Development Gateway Market (dgMarket: http://www.dgmarket.com) and in local newspapers, and other media outlets as appropriate.
