SPECIFIC PROCUREMENT NOTICE
Re: PREQUALIFICATION OF CONTRACTORS FOR CIVIL WORKS FOR THE REHABILITATION OF THE MOROGORO WATER SUPPLY SYSTEM

1. This Invitation for Pre-Qualification follows the General Procurement Notice (GPN) that appeared in dgMarket on 6 January, 2010, UNDBOnline on 8 January, 2010, the MCA-Tanzania website www.mca-t.go.tz on 8 January, 2010, and local newspapers The Guardian and Daily News from 11 January, 2010.
2. The Millennium Challenge Corporation (“MCC”) and the Government of the United Republic of Tanzania (the “Government” ) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Tanzania (the “Compact”) in the amount of approximately 698 million USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account-Tanzania (“MCA Entity” or “Purchaser”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (“IFB”) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the Purchaser shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
3. The Compact programme aims at reducing poverty through the implementation of a programme consisting of three projects and ten activities over the five year period of the Compact, namely:
a. The Transport sector Project consists of four distinct activities, the Mainland Trunk Roads Activity, the Zanzibar Rural Roads Activity, the Road Maintenance Activity and the Mafia Island Airport Activity.
b. The Energy Sector Project consists of three distinct activities, the Zanzibar Interconnector Activity, the Malagarasi Hydropower and Kigoma Distribution Activity, and the Distribution Systems Rehabilitation and Extension Activity.
c. The Water Sector Project consists of three distinct activities, the Lower Ruvu Plant Expansion Activity, the Non-Revenue Water Activity, and the Morogoro Water Supply Activity.
4. MCA-T, through its Procurement Agent, Crown Agents USA, now invites applications for pre-qualification for the works for the Rehabilitation of the Morogoro Water Supply System which shall be awarded as a Build Contract using the FIDIC Red Book. Note that some that limited design will be required by the Contractor in accordance with the Scope of Works
5. Per the guidance in the Instructions to Applicants, applicants must demonstrate the minimum requirements for the works for which they seek to pre-qualify. The Purchaser intends to pre-qualify applicants as defined in the pre-qualification procedure described below.
6 The Purchaser will issue bidding documents reflecting the requirements for the works to those pre-qualified bidders that demonstrate capacity to implement the works. It is expected that invitations for bid to the pre-qualified bidders will be issued between April and May 2010.
7. Pre-qualification will be conducted through pre-qualification procedures described in the Pre-Qualification Document (“PQD”) associated with this Invitation for Pre-Qualification, in accordance with the “MCC Program Procurement Guidelines” that are provided on the MCC website at www.mcc.gov as may be modified or amended from time to time, governing procurements funded under the Compact.
Applicants are advised that, while the procedures are similar to the procedures set out in the World Bank procurement procedures and guidelines, there are several significant differences.

9. Applications for Pre-qualification must be submitted in sealed envelopes, delivered to the address below by 9th April, 2010 up to 10:00 hours (Tanzania time). AFPs received after this time and date shall not be considered and shall be returned unopened.
