MCA-MOLDOVA

PROCUREMENT INTENT NOTICE

SERVICES FOR
IRRIGATION SECTOR REFORM

The Republic of Moldova (“Moldova”) was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States government agency. In connection therewith, the Government of Moldova (the “Government”) submitted a proposal to MCC and the MCC Board of Directors has approved a $262 million Millennium Challenge Compact with the Government (a “Compact”). The five-year, economic development grant will improve irrigation infrastructure and management; increase the production and marketing of high value agricultural products; and rehabilitate part of the country’s national road network.
Subject to the terms and conditions of the Compact, related agreements and the availability of funds, the Government intends to use portions of the funds provided through the Compact to fund consulting services to assist the Government, as part of the Transition to High Value Agriculture Project (THVA), in developing and implementation of Irrigation Sector Reform (ISR), all in accordance with the terms and conditions set forth in Consulting Services Contract.

The Irrigation Sector Reform objectives are to:
(1) establish the enabling environment and institutional capacity required to ensure effective management (operations, maintenance and financing) of the rehabilitated irrigation systems (thereby better ensuring their sustainability); and,

(2) improve Moldova’s capacity to manage its limited water resources in light of increasing demand for water and the expected effects of climate change.

The scope of work for ISR services shall comprise, but will not be limited, to the following:
(1) establishment of fully-functional Water Users Associations (WUAs) with the capacity to effectively manage and maintain the Centralized Rehabilitated Irrigation Systems;
(2) legal transfer of Operation and Management responsibilities from the Government of Moldova to those WUAs through Management Transfer Agreements; and,
(3) help the Government improve management of water resources and assess future water availability in order to promote sustainable growth in the agricultural sector.

The purpose of this notice is to:

A) Inform prospective consultants that the Requests for Proposals (RFP) is being under preparation and the Specific Procurement Notice for these contract will be posted on the Millennium Challenge Account – Moldova website, in United Nations Development Business (online), in DgMarket and in Monitorul Oficial upon RFP readiness for dispatch.

The RFP will be posted on the procurement link of MCA-Moldova web site (www.mca.gov.md) and be available free of charge.

B) Invite prospective consultants to access the available studies and materials that serves as a foundation for drafting the RFP for the aforementioned services. A list of key assessments and reports is being made available as complementary part of this Procurement Intent Notice at the following web address:

C) Invite prospective consultants to start making preliminary arrangements for proposals preparation.

D) Invite prospective consultants to monitor the MCA-Moldova website for additional announcement and information regarding these procurement. Interested eligible consultants who determine that they are qualified and wish to be included on the mailing list to receive a copy of Specific Procurement Notice, or those requiring additional information, should demonstrate their interest by sending a letter or e-mail to MCA-Moldova at the following address:
