MILLENNIUM CHALLENGE ACCOUNT - MONGOLIA
GENERAL PROCUREMENT NOTICE - NO. 4
Period: 1st half of 2010

A. In October 2007, the Millennium Challenge Corporation (MCC) signed a five-year, $285 million Compact with the Government of Mongolia aimed at reducing poverty and promoting sustainable economic growth through investments in several key projects. These strategic investments will increase economic activity through improvement in the efficiency and capacity of two critical segments of the north-south road network; reduction in air pollution and solid fuel costs of households; secure and register property land titles in urban areas and support sustainable utilization and management of rangelands in selected peri-urban areas; provide improved vocational training to help Mongolians qualify for more demanding and financially rewarding market-oriented jobs, and ensure that they become healthier and more productive as they enter the marketplace. To implement the Millennium Challenge Compact, Government of Mongolia established the Millennium Challenge Account – Mongolia (MCA-Mongolia) which is responsible for the implementation of the MCC-funded program in Mongolia. The MCC Compact in Mongolia entered into force (EIF) in September 2008, formally initiating the 5-year timeline for project implementation.

B. The Government, acting through Millennium Challenge Account - Mongolia (“MCA-M”), intends to apply a portion of the MCC Funding to eligible payments under these contracts. Payments by MCA-M will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC funding.
C. Objectives of the Compact by Projects are:

 The Property Rights Project (Peri-Urban Rangeland Component) ($11,800,000) will introduce a system of leasing peri-urban pasture lands to herder groups, and provide key infrastructure and training so that they can improve livestock management, productivity and, ultimately, farm income. The project component will be used to identify and lease approximately 300 serviced tracts of pasture land to herder groups in the peri-urban areas of Darkhan, Erdenet, and Ulaanbaatar. With the approval of the Project Expansion into Kharkhorin and Choibalsan on September 9, 2009, an additional 165 herder groups will gain the leaseholdright to use peri-urban pasture in these areas.

 The Vocational Education and Training Project ($47,600,000) is aimed at increasing employment and income among unemployed and marginally employed Mongolians by improving quality and relevance of Vocational Education and Training (VET) system. This will be achieved by establishment of institutional framework which supports a demand-driven VET system, creation of skills standards and a competency-based training system, development of new training curricula, as well as building the capacity of VET providers. Moreover, the project will support the establishment of career guidance and labor market information systems and improve learning environments of selected TVET institutions. As a result of the project implementation, training will be provided to approximately 1500 TVET instructors and administrators, new curricula will be developed for over 30 priority trades and learning environments of around 15 TVET will be improved.

 The Health Project’s ($39,100,000) main goal is to decrease mortality and disability due to Non-Communicable Diseases and Injuries (NCDI) such as cancer, cardiovascular disease, diabetes, road traffic injuries, and reducing and refocusing total health expenditure. The Health Project targets approximately 60 percent of the Mongolian adult population for community-level communications for behavioral change, early detection of disease management activities. This will lead to extended productive years and productivity of the labor force and decreased health expenditures by households on NCDIs in the target population.
 The North-South Road Project ($79,750,000) will construct an all-weather 176.4 km road from Choir to Sainshand. Also the MCC Funding will be used to rehabilitate the existing Bayanzurkh bridge, construct a new bridge near the existing Bayanzurkh bridge, and rehabilitate the road from Ulaanbaatar to Nalaikh. The Technical Assistance will be provided with a view towards strengthened management in the road sector as well as improved maintenance and commercialization of operations of road maintenance companies to ensure long-term viability and quality of maintenance works. Once the project is completed and other projects funded by ADB in the south are finished, it will establish for the first time in Mongolia, a paved all-weather road from Mongolia’s northern border with Russia to its southern border with China.
 The Energy & Environment Project ($47,200,000) Among other contributing factors such as heat only boilers, vehicles, dust, and combined heat and power plants, a significant factor in the deterioration of air quality is the heavy use by ger district residents of raw coal for heating and cooking, producing winter air pollution at levels from two to ten times international standards. The objective of the Project is a sustainable reduction in air pollution in Ulaanbaatar City by increasing the adoption of energy efficient products and homes in the ger districts and supporting the development of renewable energy.
