GENERAL PROCUREMENT NOTICE No.1
Millennium Challenge Account-Moldova
The Millennium Challenge Corporation (“MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact (“the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Moldova in the amount of USD 262 million (“MCC Funding”).

The Millennium Challenge Account-Moldova (“MCA-Moldova”) on behalf of the Government intends to apply a portion of the proceeds of MCC Funding to eligible payments for contracts for goods, works and services. Payments by MCA-Moldova will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact.

No party other than the Government and MCA-Moldova shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

Objectives of the Compact by Projects are:

• to increase rural incomes by stimulating growth in irrigated high value agriculture; and catalyze future investments in high value agriculture by establishing a successful and sustainable model of irrigation system and water resource management and a conducive institutional and policy environment for irrigated agriculture, through Transition to High Value Agriculture Project;
• to increase incomes of the local population by reducing the cost of transport, goods and services; reduce losses to the national economy resulting from deteriorated road conditions; and reduce the number of road accidents through improved traffic conditions, through Road Rehabilitation Project.

The following procurement is expected to be done during the period April to September, 2010:

A. Transition to High Value Agriculture Project

Consulting Services:
• Irrigation Sector Reform Activity (ISRA) consulting services (QCBS);
• Centralized Irrigation Systems Rehabilitation Activity (CISRA) & ISRA Project; Implementation Management (PIM) services (QCBS).

B. Road Rehabilitation Project

Consulting Services:

• Resettlement Action Plan (RAP) for M2 Road: Sarateni – Soroca – Drochia junction (QCBS);
• Implementing Entity Support – procurement of consultants for SRA (IC).



C. Program Administration

Procurement of Goods, Works and Services for MCA-Moldova:

Goods:
• Supply of Office Equipment, Supplies and Furniture (S).

Works
• Small works for refurbishing the MCA-Moldova office (S).

Consultancy Services
• Procurement Agent (QCBS);
• Short-term consulting services (SSS/IC);
• Design of MCA office refurbishment (CQS).


Note: CB = Competitive Bidding; QCBS = Quality Cost Based Selection; LCS = Least Cost Selection; CQS = Consultant’s Qualification Selection; SSS = Single Source Selection; IC=Individual Consultant; S = Shopping; DC = Direct Contracting. Procurement by Direct Contracting (DC) or Single Source Selection (SSS) are listed for information only.

Contracts for Goods, Works, Non-Consulting Services and Consulting Services financed under the program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines (Current edition).

Specific procurement notices for contracts to be awarded under competitive bidding procedures, and for consultant contracts will be announced, as they become available, on the Website of the Millennium Challenge Account-Moldova (http://www.mca.gov.md), United Nations Development Business Online (UNDB Online: http://www.devbusiness.com), Development Gateway Market (dgMarket: http://www.dgmarket.com), the Public Procurement Bulletin of the Moldova Public Procurement Agency, and in Moldova Official Gazette – Monitorul Oficial.

Procurement using shopping shall not be further advertised after this notice.
