MCA-MOLDOVA
SPECIFIC PROCUREMENT NOTICE
RESETTLEMENT ACTION PLAN

The Republic of Moldova (“Moldova”) was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States government agency. In connection therewith, the Government of Moldova (the “Government”) submitted a proposal to MCC and the MCC Board of Directors has approved a $262 million Millennium Challenge Compact with the Government (a “Compact”). The five-year, economic development grant will improve irrigation infrastructure and management; increase the production and marketing of high value agricultural products; and rehabilitate part of the country’s national road network.
Subject to the terms and conditions of the Compact, related agreements and the availability of funds, the Government intends to use portions of the funds provided through the Compact to fund consulting services to assist the Government, as part of the Road Rehabilitation Project (RRP), in developing of a Resettlement Action Plan (RAP), all in accordance with the terms and conditions set forth in Consulting Services Contract.
MCA-Moldova now invites proposals to provide RAP services. More details on the services are provided in the Terms of Reference.

The Request for Proposals (“RFP”) is addressed to all eligible consultants. Prospective consultants interested in submitting a proposal should submit an e-mail, giving full contact details of the prospective consultant, to e-mail address indicated below so that documents may be issued by the MCA-Moldova.

Any person or entity that has been blacklisted from participation in procurements funded with World Bank assistance or debarred or suspended from participation in procurements funded by the United States Government or otherwise prohibited by applicable United States law or Executive Order or United States policies, including under any then-existing anti-terrorist policies shall be excluded from procurements funded by proceeds from a grant by MCC.

A consultant will be selected under the Quality Cost Based Selection (“QCBS”) procedures. This evaluation procedure is described in sections of the RFP following the “MCC Program Procurement Guidelines” which are found at the MCC website www.mcc.gov.

The services, and the contract expected to be awarded, are required for a five (5) month period fixed price contract.

No Pre-Proposal Meeting will be held.

Proposals must be submitted by September 30, 2010, 3:00 p.m. local time at the address specified below. Proposals submitted by consultants that have not registered will not be considered for evaluation and will be returned unopened to the consultants.
