Invitation for Proposals

COMMUNITY SURVEYS FOR SCHOOLS
RFP Ref: 18/QCBS/RN196/ME2B


The Millennium Challenge Corporation (“MCC”) and the Government of Burkina Faso (the “Government” or “Go_BF_”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in BURKINA FASO (the “Compact”) in the amount of 480,9 millions US$ (“MCC Funding”). The Government, acting through the MCA Burkina Faso (“MCA Entity”), intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC Funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA Entity shall derive any rights from the compact or have any claim to the proceeds of MCC Funding.

The Compact program goals are to :
a) improve land security and management
b) increase the volume and value of agricultural production in project zones
c) enhance access to markets through investments in the road network; and
d) increase primary school completion rates for girls.

This Invitation for proposals follows the General Procurement Notice that appeared in dgMarket on March 18, 2010, UNDBOnline on March 19, 2010, the MCA Burkina Faso website (www.mcaburkina.org ) on March 17, 2010, and local newspapers “Le Pays” on March 19, 2010.

MCA Burkina Faso now invites proposals to provide the following consulting services: “COMMUNITY SURVEYS FOR SCHOOLS”

More details on the services are provided in the Terms of Reference.

The Request for Proposal (“RFP”) is open to all eligible entities (“Consultants”) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP.

A Consultant will be selected under the Quality and Cost Based Selection (QCBS) the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” dated on October 23, 2009 which are provided on the MCC website www.mcc.gov.

After downloading the RFP and the Registration Form from the MCA-Burkina Faso web site (www.mcaburkina.org ), please register your firm as a Consultant by filling in the Registration Form and sending it to: apm-mcaburkina@louisberger.com in PDF format with the following in the subject line: “COMMUNITY SURVEYS FOR SCHOOLS”.

Please also inform us with the same Form whether you will submit a proposal alone or in association (jointe venture or sub consultancy agreement). The registration should be done by the close of the business day in Burkina Faso on October 8th , 2010.The purpose of registration is to facilitate uniform and timely distribution of relevant information such as responses to requests for clarification and any amendments.

Please be advised that registration is not complete until the Consultant receives a confirmation number. The MCA Burkina Faso will send the list of registered Consultants to all participants in the selection procedure for which this RFP is issued.

The RFP Document includes the following Sections:

Section 1 Instructions to Consultants
This section provides information to help potential Consultants prepare their Proposals; it also provides information on the submission, opening, and evaluation of Proposals and on the award of the proposed contract.
Section 2 Proposal Data Sheet
This section includes provisions that are specific to this procurement and that supplement Section 1, Instructions to Consultants.
Section 3 Qualification and Evaluation Criteria
This section specifies the qualifications required of the Consultant and the criteria to be used to evaluate the Proposal.
Section 4A Technical Proposal Forms
This section provides the Technical Proposal Forms which are to be completed by a potential Consultant and submitted in a separate envelope as part of a potential Consultant’s total Proposal.
Section 4B Financial Proposal Forms
This section provides the Financial Proposal Forms which are to be completed by a potential Consultant and submitted in a separate envelope as part of a potential Consultant’s total Proposal.

This section includes the detailed Terms of Reference for this procurement that describe the nature, tasks and duties of the consultant services to be procured

The closing time for receipt of Proposals is October 15th , 2010 at 10:00 am local time in Burkina Faso at MCA Procurement Agent office (see address below). Proposals received after this time and date shall not be considered and will be returned unopened. Consultants should be aware that distance and customs formalities may require longer than expected delivery time.

The technical proposals will be opened publicly on October 15th, 2010 at 10:30 am local time at MCA Burkina Faso Office (see address below) in Burkina Faso
